When I came out I saw one of the chickens dead and my rooster laying next to it (it was his brother) and he wouldn't move when I came to get him and so I had to pick him up and move him so I could get the other dead rooster. Now he's being pretty lethargic, not eating, and not interacting with the flock, and only sitting on the ground. Is there a chance that he may be depressed? He was energetic and eating and perfectly fine yesterday, but when the rooster died now he won't do anything. It hasn't seemed to affect any of the rest of the flock and only him.

True, he is likely ill, but don't rule out being depressed, traumatic incidents can have quite an effect on chickens.

Or injured. What did the other rooster die from? Do you see any wounds on signs of fighting between them?
Probably the cold we had a big weather shift from like 100° to °40 and he had a messed up leg so he couldn't get back in the coop. I put him in the coop everynight but he is able to get back down so I think that he got cold and wasn't able to get back into the coop and died also because, he was right next to the ramp like he was trying to get up.

I don't think that could happen because the one that had died had a leg that was messed up like, almost turned backwards so he had to hop around on one leg

I think he is depressed. I gave him some food and water and he ate a bit of it and now he's standing up but he isn't really doing a lot. I put him in the coop where it's warm so he should be fine. I'll keep checking up on him

Also he made like a cry like sound of that means anything. I think maybe he was hungry because now he's a bit more energetic but he's still not really doing alot

Can you bring him inside for the night so you can monitor him and get him warm?
Photos of his poop too.
Where are you located in the world?
How old is he?

I would work on getting him hydrated, then offer him some chick starter.
Keep us posted.
