Is my roo sad?

Wondering why my roo has such a sad tail? It just won’t sprout. He’s is a very non dominant/beta for a male- could that be it?

It could be the posture of a subordinate male or it could be anatomical. Has he been like this ever since he was a chick ?

He has been like this since day 1. We thought he was a she for a long time until he crowed out of nowhere haha!
