Is my rooster fixed?

I bought a young adult rooster from my local feed store and I've put him with 4 hens for I can hatch my own babies instead of buying them from stores online or locally but ever since we got him he hasn't fertilized any of the eggs I get from the coop.
 
Does he mount the hens? How are you seeing if they are fertile, are you incubating them or looking for a bullseye? Feed stores usually do not fix their birds.

Yes he does. Yes we checked each egg for dark spots but didn't see any.
 
How old is he? How old are your girls? How long have they been together? Are you positive they're not fertile? How are you checking?

He's an adult. My females are adults too I made sure not to put any young hens in the pen. About a month and a half they've been together. We are 8/10 sure they aren't fertile. We check using a flashlight on the egg. What's the biggest sign that shows they are fertile?
 
No. How young is young? How old are your hens. Cockerels have to learn how to do their job. Older hens don't allow young rookies to breed them. He has to earn his place in the flock.
 
Wait, are you incubating them and then candling them or just candling them?
