Is my silkie a Roo?

Hi all!

This is “Cookie”, a silver or blue partridge silkie (I think). He/she is about 10-11 weeks old now. I’m growing concerned that it might be a cockerel due to the red spots showing through on the wings and back. Does this mean 100% cockerel? Or should I wait it out longer?

At that age it may be too young to tell, but females should have small, flat combs. It's really difficult to read color patterns on Silkies, at least for me.
