Is my Silkie x Cochin a pullet or a cockerel?

I was told this little Silkie x Cochin hatched around middle of August. So it should be around 16 weeks old.
I really hope it is a pullet, because I can’t have roosters where I live

At 16 weeks, I think that is probably a pullet.

Reasons:
I would expect a male to have much larger comb & wattles by that age, and I would expect a male to have narrow, pointy saddle feathers visible on the back just in front of the tail. I don't see any of those traits in the photos.
