Is my speckled sussex a rooster?

This guy/girl is 22.5 weeks old. My aunt has some roosters a day older and they are so much bigger, but this one has the curvy tail feathers and has been sort of crowing (but it's all the time!). It seems like it's too small to be a rooster (basically same size as my hens), but the coloring seems boy from what I've read. We aren't allowed to have roosters inside our city limits, so if Evie turns out to be Stevie, he has to go! I'm pretty sure, but I'd love some confirmation. Thanks for any input! I also have more pictures if these aren't clear enough.
