Is My Sultan Pullet turning into a roo?

I thought I bought two Sultan pullets, but I think one is turning into a roo. He has a red face and longer head feathers than the other. See picture.

I bought what I thought was a Sultan pullet at 10 weeks old. At 18 weeks old today he crowed for the first time.

at 14 weeks (still didn't have much red)


today - hard to see but definitely more red around the face.
I'm not sure how protective he will be since he is the smallest bird. He sure is cute though
