Is my welsummer a roo?

[Spaniel Hen]

I think this welsummer is a roo, but he's 5 months old now and hasn't gotten any rooster feathers on his saddle or his tail. As a chick, the V on his head was different than the hens. His legs seem thicker than the other welsummers, and his coloring is more red. Is he a rooster? He looks very intense in this photo, but he's very nice.
