Is my young buff orpington sick or just cold?

I have several chickens. 2 of them buff orpingtons born on July 28th. At first I thought she was just puffed up because it's been cold out lately (30-40 degrees) but today I compared her to her sister and I am wondering if something is wrong. She's also acting sleepy/not active.

First photo is the one I'm worried about. 2nd is her sister.

It's like her feathers grew over her comb. You can't even see it. And she has no neck and is super fat!
 
Puffed up and sleepy are pretty classic symptoms of coccidiosis and she's certainly not to old for it. That's probably what I'd treat for first so you can at least rule out that possibility.
 
You can get Corid at most feed stores as well as Tractor Supply. Usually found in the cattle section. Comes in a liquid or powder.

Dose for liquid is two teaspoons per gallon, mix it up fresh every day and treat for 5 to 7 days.
Dose for powder is 1.5 to 2 teaspoons per gallon, same directions otherwise.
