is panting in ducks normal?

i have 3 ducklings of different breeds, one of them who is a pekin duck seems to be panting when he sits down, he/she still eats and drinks and all and they sometimes makes noise, like a quack almost. he seems to be moving his tail too. They have both water food and shade. is there anything i could do for this?
 
Mine did this when they were little i think they are figuring out how to make noise.That is if they are not overheating here in north East Pennsylvania its only in the 50s so overheating is not an issue.So if they are eating and drinking and not acting funny except for the panting i would not worry.

Do they have space in their brooder to move away from the heat?

Its like 80°/81° where i live so he could be too hot but i made sure that they have cool water and shade-

My Pekin duckling does the samee.
She is about 6 wks and does it less now
