Is Pepper the Sultan a boy or girl?

She is almost 2 months old now and the only one of her kind that we have so its hard to compare.

The crest points me towards roo...but lack of wattles makes me think otherwise. I'd be happy either way. Sultan roosters are docile and very friendly.

It looks a little rooish to me, but I also don't see good wattles starting. Hmm. Does it have a v crest? I can't tell from the picture. If it has a crest or little red horns poking through I would say roo. If not, undecided.
