Is quail behavior hereditary?

I have 4 golden italian hens and a Jumbo brown rooster in a pen together. One of the golden italian hens I have named Miss Peck because she pecks everyone constantly.
I have put her on time out. By putting her in a small rabbit cage next to them. But when she is returned she stops for a while. But then starts pecking on everyone again.

I then trimmed her beak. So when she realized her pecking was not effective she began pulling on the other quails legs and tripping them.

I then put her by herself for a week. And reintroduced her back to the flock and she has been doing well ever since.

I have since hatched two batches of eggs from the quail mentioned before. The first batch is now a month old. I got six roosters and six hens.The roosters just started crowing yesterday. I separated all the roosters from the hens except one.

I have noticed the this first set of quail 2 of the hens are peckers.

Could it be that pecking is hereditary? Should I avoid hatching eggs from Miss Peck? Or should I just cull the peckers?
 
Yes behavior is hereditary. I created and then deleted a line of pretty aggressive birds that all spawned from one rooster with a very bad attitude. About half of his offspring were intolerable.

Those peckers are always causing trouble....
 
Yep its in their genes... i have one hen i cant keep with with others... i put a rooster in there and taught her a lesson.... but i still keep her separate...

The meanest one went to camp kenmore today. I put the other one with a extra rooster that I have. She has become possessive of the water bottle. She pecks him when he tries to take a drink. And sits by it. He eventually showed her a thing or two. Now the are cuddled up together looking up at the stars. Too cute. I still won't hatch any eggs from her though.
