Is Roo a roo?

olive egger (Ameraucana under welsummer)

Is Roo a roo? This guy is the runt of the 'litter'. Extremely slow feathering, only developed a tail in the last week or so. We have three olive eggers in total, all of which I think are males. He has what I think is the three rows of peas comb but he is just now getting some pink while the others have been pink since three weeks. He also is shy like my girls and doesn't do any chest bumping but that could also be that he is so tiny. I was convinced he was a boy since hatch but now he's starting to look more girly in ways.
 
Anyone want to take a guess? This one is really confusing me.
 
Ameraucana don't have wattles. It looks to have a well defined three row pea comb. I'm going to say it's a cockerel.
 
Has anyone had experience with really late-blooming roosters? Roo here is now 11 weeks and his comb has not increased in pinkness since it first appeared around 7 weeks. He basically is pale other than the little bit of pink blush across the middle of his comb (seen in the above photos). In fact his sisters are pinker them him now. Any chance this is a girl? Definitely has the 3 rows of peas but skinny little legs and no male behavior as of yet whIle his rooster brothers have all crowed and are a deep deep pink. Do you guys still think boy?

Okay. Done. Added them to the above post. Not the clearest as they were deep in some bushes. I crawled under to take this. You can see the pink of his brother's comb in the background.
