Is she being picked on? She is the one that has a bare butt. I haven't ever seen them pick on her or peck at her :(

What do I do? I'm not sure it's been quite that cold here. 25-50 or so has been the daily norm.
 
Nothing, it should heal up without any intervention. I have a couple of chickens with black parts on their combs, I see it every winter. If it's a wound from pecking, same thing , leave it alone. Do you have a rooster who could be grabbing her while mating, otherwise make sure your coop has good ventilation, too much moisture can encourage frostbite at warmer temperatures, any temperature above 0.
 
I think the coop is good and no rooster. Thank you! I will keep an eye on it.
