what if her belly is bald down low

Not all broodies show the same signs with pancake-ing and hissing, but if she's insisting on sitting in the nest all night (and isn't getting bullied off the roost) and returns to the nest quickly if you remove her during the day, she's likely broody.

You can also check her belly to see if there's a bald patch on her belly, that's another sign of broodiness.

How low? If she's showing other signs of broodiness then she's broody, and you need to decide if you want to hatch/give her chicks or not.
