Is shredded paper good for a brooder?

Looks ok to me, Depends on traction I think.

We used shredded paper in ours the first hatch, and the paper was too slippery for the chicks. We were worried about leg injuries, so we went with pine shavings. That got exspensive, then we found another product used for horse stables and we have stuck with it. Form memory it was AU$14 a block about the same size as a compressed pine block that was AU$30.

I put puppy pee pads down on my brooder floor and did a very light layer of normal shredded paper. I did that for a few days until I got pine shavings. I see many comments from people on this site that say do not use paper because it's too slippery.
