Hi so I have a question recently my buff polish chick is losing feathers all around it’s neck and I could see a little tiny white eggs on the feathers that are still attached to the neck so I was wondering if anything was wrong or if I would have to do something about it and also the chick 10 weeks old and y’all told me that it was a rooster but it has not developed a comb and waffle yet so please tell me if there is something wrong with its
 
Maybe treat him for mites? I know they can cause feather loss. I agree with cockerel because of the wirey plume feathers.

Not seeing comb and wattles is perfectly normal for a bearded Polish at 10 weeks old, no matter what gender.

All Polish have small combs, and the crest makes it hard to see the comb.

Some Polish roosters do have big wattles, but yours will not, because yours has a beard (extra feathers under the chin.) A beard causes the wattles to be smaller, and also makes the wattles harder to see.
 
Sounds like lice - they attach their eggs to the feather shafts. Polish and silkies tend to get lice. They move fast but look around the vent and under the wings and you see little scurrying tan to white critters. Definitely treat, and you'll have to treat the whole flock, the bedding, nest boxes etc, and then treat again in 3 weeks to get the ones that hatch. I've used permethrin based fly sprays for horses with success.
 
I would also recommend permethrin to treat for lice at least 2-3 at times 10 day intervals, to kill the lice and then, the newly hatched eggs. He may be out his feathers around the neck, but I would watch for feather picking. Permethrin 10 concentrate, either Martins or Gordons, is sold at TSC and other farm stores. It is only about 8 dollars for a pint, and mixes with water to make many gallons to use in a bottle or garden sprayer. The coop, nests, roosts, and other birds will need treating and bedding changed.
