Looks swollen to me - is there any discharge - he should be isolated if discharge is noted. He will need antibiotics....

Are both eyes affected, or just the one? You will need to open the eyes and look. Look for any pus, discharge, or any obvious signs of injury. Then I would flush the eye(s) well with sterile saline, make sure there is no pus or debris in there and apply terramycin eye ointment or plain neosporin 2-3 times a day. If it's a respiratory infection rather than injury or debris then an antibiotic may be helpful.
