Is the chicken with the redder comb a chicken or a rooster ?

Hi,
I am hoping someone can help me out.
These chickens are about 21 weeks old and to me one of them looks like a rooster.
It has more or a red comb and it's legs are a lot bigger.

Also the last two pictures there is a small chicken (purchased at the same time) but she hasn't grown since I got her, three weeks ago.

I’m not seeing saddle feathers that I would expect on a 21 week old male. Females color up and have good size combs and wattles at point if lay, might be a female about to lay.

The small chicken might be a full grown bantam. Curious if the eye is cloudy in real life or if it’s just a low quality photo.

It looks part Sebright and the males don't have sattle feathers

It has it's eyes closed, she is always a sleepy girl. I just checked her eyes and they look fine.
