I would love to get a rooster, but am concerned for my neighbors. I also would like to know the minimum amount of hens you need before getting a Rooster.

Answer second question first.
No minimum number of hens. But a six to one ratio is OK.
Now for your rooster concern. Do they even allow roos in Schaumburg ??? Many towns do not. Hens are allowed though. There are multiple reasons for that.
What is your reason or need for a rooster. Do you want to raise your own chicks ? Otherwise avoid them for less trouble. I only keep hens. Roosters not welcomed around here. ( Yes they are some beautiful birds for sure. ).
Most of all roosters crow whenever they feel like it. Probably the most quiet one would be a serama. They are small and therefore have less wind energy. You might be able to get by with one of them. Your neighbors would be amazed with this little guy and probably give you a pass. (THEY ARE QUITE)
And when THE BIG SHERIFF, knocks on your door. He can clearly see that you do not have a cock fighting operation.
WISHING YOU BEST...
