Is there any way to keep a rooster quiet?

I’d say don’t have a rooster. Like you said, It’s unfair to your neighbours as they could be home at any time of the day. Roosters can’t not crow. Maybe you could just order chicks or eggs instead?

All of these sound like the rooster won’t have a very great life. So I guess I won’t be able to get one

That is right and given your neighbourly situation the sensible thing to do.

If you want chicks, just purchase some hatching eggs or sexed chicks. But be aware that in doing so you might end up with even more cockerels/roosters you will need to rehome or get rid of.

They are very quiet in the freezer!
