Is this 13 weeks and a half Dom a roo?

The top photo is what I think to be a roo.

And this is a pullet of the same age.

They are both 13 weeks and a half old. If you look close enough at the top pic you will notice the sickle feathers on its tail. And the bigger and brighter comb and wattles.

Both are females. One's an early developer.

This is a picture of a Dom roo that I found online and it looks darker then this other picture I found so I am on the fence.

Both are pullets

Both look like pullets to me. I dont see any sickle feathers on the top ones tail is it possible they're just narrower feathers, i've had a hen with some feather clubbing that made some of her feathers look a bit like a roosters, but they were different.
