Is this a Barred Plymouth Rock HEN?

Right. At 6 months, your birds combs will be properly developed. In a 4 month old bird I would still be expecting less comb growth. Barred rocks lay at 4-5 months, but their comb should be just starting to grow and redden. Not fully red and huge like this one's.
I'm thinking this one is male.
So I went back and actually counted the weeks, and it's been 18 not 16🤦🏻‍♀️, if that matters.
Is there any way to post a video, I have an 11 second video from May 5th?
 
It looks like a pullet to me, too. My barred rock looked similar to yours at that age (pic attached), though with a slightly smaller comb/wattles, but yours has pullet coloring in her barrs in my opinion. With ours, her comb and wattles seemed to almost grow over night around then, too. She layed right around 19 weeks.
