Is this a Buff Orpington or something else?

I bought what I thought were 6 Buff Orpingtons back in March. I have five that have grown into nice looking hens, but I have this other adorable little thing that didn't grow like the others and has feathers on her legs. What is she? And why is she so much smaller than the others?

I can live with her being a Cochin. She is sweet as can be. Will she get any bigger than she is? I worry she is too small to be an egg layer.

She'll lay, but maybe not as often as the Orps.
