Is this a cockerel? Guesses on age?

I was sold this bird as a year+ old Bantam Cochin hen. I’m pretty confident that this is a cockerel and a young one (5 months). I’m just looking for second opinions. I tried putting him with one of my girls and nothing. No trills, no mating, no little dance, nothing. Still not crowing either. Any insight is appreciated!

Yes, definite cockerel. You can see the slim, pointy feathers coming in on his lower back. Only males will get that.

He may be too young to mate yet. Also, hens make cockerels earn the right to mate-- they won't just let him do it until he is proved he is worthy by being strong enough to hold his own against them. If there is another male in the flock, that could be making him skittish around the females as well.
 
Definitely a cockeral. You can see his hackle fethers and saddle feathers. Rooster behavior happends at different times for different roosters. My one rooster took alot longer than usual to crow.
