Is this a cockerel?

10 weeks ago I ordered 15 Black Australorps from Efowl who used Hoover's for my order. Hoover's messed up my order and gave me 16 of their new "breed" called Asian Blues. The chicken shown is a 10 week old Asian Blue. Something has been crowing in my basement and it is either a 2 week old Welsh Harlequin or is one of my Asian Blues. This one is the one that shows the characteristics of roosters. He is 10 weeks old. Is he a cockerel?

Given the big, red combs and wattles, those pointy feathers and thick legs all point to cockerel.
