Welcome to BYC! What a gorgeous rooster.! I don’t think he’s lemon cuckoo from what I can determine. This is a unfamiliar breed to me, it does look very similar to a Beilefelder. I tagged a fellow forum member to see if they can help.
I believe there is also an existing thread about this breed. If you look under the search engine you may find it.

I think a crele rooster would have a black breast, while the lemon cuckoo one would have a gold or red breast (both with white barring, of course.) I can't see his breast clearly enough to be sure in your photo.

He's really pretty! Where did you get him?

Looks like a Bielefelder to me.

Bielefelders are supposed to have yellow legs, but the rooster in the photo does not have yellow legs.

As best I can tell from photos, Bielefelders and Niederrheiners do look somewhat similar--multi colored with white barring and single combs, and I think they're both considered dual-purpose breeds.
