Is this a dry membrane?

Is this a dry membrane? At least 30 hrs after I I noticed pip. Advice? Chick is still pecking and cheeping.

That membrane looks fine for this stage in the hatching process. The chick should progress and finish hatching soon. If it doesn't, carefully chip away just enough of the shell to enable it to break free when it's ready. Leave the inner membrane covering the chick intact, when you do this. Aim to maintain humidity of around 65-70% in the incubator, so it doesn't dry out too much in there. Good luck!
 
We actually ended up helping it out. It popped on wrong end and I was afraid the membrane was too dry and was stuck on chick so that the chick couldn't rotate and unzip. It kept pecking in the same area the whole time. It is now hatched, still damp, and trying to stand.

Thank you @sumi. I read your comment after we had already help it out. Is it normal for chicks to peck in the same area for that long of a time?
 
The membrane was opaque white all around as we chipped off shell. Is this normal too?
 
Both are normal, yes. If the chick is stuck in position, like yours was, it will keep pecking in the same place. Instinct? For future reference and hatches, this is an awesome article on assisted hatches with great pics showing membranes etc, etc. Well worth a read through:

I can't even express how sad we are over the chicks demise. We came home after being gone all day and he had passed. The incubator was at 115!!!! I don't know what happened as no one touched the gauge and it had been stable all morning, Im a little OCD over the temp as the control is so ambiguous and sensitive. There were many tears. We're somewhat traumatized right now. It's also the only one to hatch of our entire dozen. Sorry, I'm droning but it was very tragic.
