Is this a Frizzle Silkie? Is something wrong?

Hi, I have two chicks, both Silkies and saw that one of them has a few feathers that seem stuck together that are sticking up one its right shoulder blade. At first I thought she was a Frizzle but I'm not sure. When I try to smooth it out it pops right back up and doesn't seem to cause her any discomfort. Is she a Frizzle? Or is it genes?

How old and pictures will help. where did you get them and is there a possibility they had a frizzle parent?

I don't have Silkies, but I've had a few chicks with funky looking feathers when they were growing in at the age, it may smooth out.
