Is this a frizzle?

I’m not sure if it’s just because it’s feathers are still growing out that they kind of stick up or is it a frizzle? Almost all the bantam Orpingtons are growing like this (I have 6) . They are almost 6 weeks.

The second picture the wind was blowing a little so the feathers were sticking up a bit more. I have a couple that look more like that all the time.

Out of my 6 this is the only one that feathers are smooth looking .

I wouldn't say they are frizzled just yet. Because of English Orpington's loose feathering they get that look sometimes. Or at least I've seen it with other people's birds. Once they've done some more growing and molted out, they are nice and smooth.
