Is this a girl?

Thought this was a boy, but at 12 weeks still no wattles, so gets confusing to me. Is this normal for a boy or could this be a girl?

Profile shots…that bird loves the camera! lol
So if it is a cockerel…wattles can show up after 12 weeks? 🤔 I didn‘t realize that. I thought with cockerels they show up sooner…or at least an indication of ‘reddish’ in that are.

He seems to carry the mutation(Linked to pea comb), that prevents, or minimizes wattle growth.
Couple of examples(Except they have walnut/Cushion combs)

I c. UGH…I thought the feathers looked ’rounded‘ when I checked today. So…wattles are not a tell-tale of gender? This one is still a doll…either way.
