Is this a molt if it’s only on the ends of wings?

We do not have any Roosters and no one seems to pick on her- she is second in command to the boss hen. It’s been about a month now and she has no feathers on the ends of her wings. She is only ten months old and not showing any other signs of distress or odd behavior.

Molt usually occurs when feathers fall out. In your picture, the feather shafts are in place, but the vane seems to be missing. I have seen my chickens molt, sometimes heavy, and sometimes light.
I never had such a situation occur in my flock in well over 20 years, of chicken keeping. I would check hen over well and see if there are any possible parasites on those feathers.
Is it possible that chicken is self preening, and possibly removing the vane portion???:idunno
I heard of feather mites, but only seen them on some pigeons a friend was raising, and that was very long ago. Not sure if that may be something you are dealing with.
Lets see what others may comment on those feathers. I'm interested to find out this cause.

I don't see any signs of feather mites. Her skin is all pink and clear. We also never see anyone pick on her at all. She is sort of the wing man of our boss hen- a second in command if you will. I can't imagine them doing this to her.
 
check for feather mites... and then check for another bird feather picking. It's one of the two.

Feather mites are pretty much invisible, and they live inside the feather shaft.

She is only ten months old
Have you had her since she was a chick?
Did her feathers grow in normally by 5-6 months old?
What breed is she?
Can you get some pics with her wings spread out?

We got her as tiny chick- 3 days old. We think she is a Cream Legbar. She did have full normal feathers by 5-6 months. I can definitely grab a picture tomorrow- she is in bed already tonight. Thank you!

Get a pic of her whole body too, she doesn't look like a CLB from what's showing.
