Is this a problem or normal?

OK, 2 issues ive noticed. First, my BO cockerel was flapping his wings around today and I noticed paper thin matted?/flaky? stuff under wings stuck in feathers. What could this be? Couldnt get pics because my little girl couldnt hold him and control his wing so I could snap pic. Also tail feathers looking kind "moth-eaten" and scraggly? Maybe im just paranoid?

Next one of pullets is scratching at her chest for last couple of days and has feathers all wompy-jawed. I tried to look under there and see if I could see something flea, louse, rash, etc and nothing is there but shes scratched enough to where the feathers wont lay down nice like they should. She has an alfalfa sprout sticking out of her chest (heehee)

Any ideas or reassurances?
 
I recommend you pick them up and do a close visual inspection for lice/mites, especially around their vent area. You can see them crawling or eggs stuck to the base of feathers. If you see them, dust them with sevin dust. You'll also need to dust their house,roosts,nests and repeat dusting everything including chickens in 10 days.
