Is this a prolapse? And can it be fixed?

I noticed some runny poop on her feathers but when I picked her up saw what I believe is a prolapse. I cut away her feathers and wiped the area. I couldn’t get the white/black stuff off and I wasn’t sure if it was hurting her so I stopped. I also can’t currently soak her but in water as it just snowed.

Yes that's a small prolapse. It needs to be kept clean and moist to heal. I can't tell from the pic if the black bit is just poop or necrotic tissue, but either way it shouldn't be forced off and there is a chance for it to heal. I'd clean with vetericyn or other antiseptic and then cover with some honey.

Personally I'd bring her inside while it heals so I could soak her and monitor her better, but also because other chickens will often peck at exposed prolapsed tissue and make matters much worse.
