Is this a prolapsed vent? How to treat?

Penny was a bit lethargic this morning when I let everyone out of their coop and standing with her wings slack and other feathers all fluffed up. I brought her inside and she is relatively alert but still clearly has something going on.

I'm trying to attach a video of her vent. It seems to make noises with every breath. I haven't gotten to cleaning it yet other than a few swipes with a wet washcloth to get a better view. I don't feel anything funky around it like a bound egg or anything. I feel like the photos when I Google a prolapsed vent look similar enough to make me think it could be prolapsed but also different enough that I question that.

She is around a year and a half and a bantam chicken. She has very little interest in eating but is drinking occasionally. I have hydrohen for her right now.

It looks like it may be prolaps, I would definitely monitor her for the next couple of days. And if it comes out any more take a plastic glove and put some vaseline on it and gently try and push it back in.
 
I agree with @coach723 that there does not seem to be a prolapse.

She does seem to have some pasty butt, so it would be good to clean that. Do you have any pictures of what her droppings look like? Droppings can tell something about what is going on.
