IS THIS A PULLET?

So I was pretty sure this was a female because of the small comb and two distinct layers of feathers on the wings but I read on another post that long tails mean roosters?!?!?!?! Freaking out a little! HELP!

100 percent a pullet. The two distinct layers of wing feathers doesn’t mean much, but long tail feathers doesn’t mean anything either.
