is this a roo? can't really figure it out

This is my chicken. Not sure what the gender is though. Could you help me out. It's voice is deeper than my girls but hasn't crowed yet. And it checks the nest but I've never seen it lay . And it fluff it neck out and flaps it wings when it feels threatened or if girls feel threatened. I'm lost ...any help
