Is this a roo like I think he is?

I have what I believe is 10 roosters. 5 leghorn and 5 barred rock. I have a friend picking up one of the Roos. I just need reassurance that he is. He has what I believe are developing saddle feathers. I don’t go by comb or wattles on leghorns because females have really big, red ones too. But please let me know! I’m 90% sure it’s a roo.

How old? By the comb I'd say male too. It looks to young to have male specific feathers.
