At 18 weeks this is most likely a pullet approaching point of lay. Some cockerels are slow to develop, but barred rock cockerels should have at least some pointy saddle feathers by 18 weeks and this bird doesn't have any. A barred rock cockerel should also have two copies of the barring gene, which causes the white bar to be wider and results in a bird with overall lighter coloring.
