Is this a Roo?

So I was told they where all Hens... This one just seems like a Rooster to me, opinions?

Can you post a photo of its face so we can see the comb.

It looks about 3 weeks old? I think it is too early to tell but don`t see much comb development.
Hopefully someone with more experience will jump in and give you an opinon but you might have to wait a bit and repost.
