Is this a roo?

I'm new to chickens and I hatched two chicks 16 weeks ago. One clearly is a roo but this one confuses me. Everyone said roo so far but he didn't crow or even attempt. Looks nothing like my other roo either. Opinions please......

Looks like the one most likely to lay you an egg first. I don't see any male signs on it.
