is this a rooster? 3 weeks old unknown breed

their all supposed to be hens but this one looks a little like a rooster. they're 3 weeks old this is the only one that really has a comb so far. The pictures are of the chicken and then it next to the other one of its breed.

it looks like one, but those are primarily meat birds if im correct. and we ordered a package of brown egg layera

The broilers are. The Delaware hens lay 200-250 large eggs a year.
