Could anyone tell me if this is a rooster it is 16weeks old..

It's a pullet (sex link) and she will be laying within the next couple of weeks. She's just maturing earlier than her flockmate.

Looks like a red sex link hen to me Her combs and wattles are getting red, which is a sign that she will begin laying soon.
