Is this ... a rooster?

I had a silkie brood and raise some chicks. (They were not the silkie’s eggs, but rather some mixed eggs I got from a nearby farmer.) They hatched about 12 weeks ago. My city doesn’t allow roosters, so I have been watching closely. I noticed yesterday this one’s tail feathers look pretty spectacular. Rooster?

(Anyone who has strong feelings about no crow collars let me know, too!)

Yeah, that's a cockerel (male chicken under 1 year).

I would say that's a rooster or cockreal, the long saddle feathers and neck feathers look like a rooster's.
