Is this a rooster

If is is 4 months it is probably female, but if it is younger male feathering may not have appeared yet and could be male. In your second photo the saddle feathers look a bit long to me, but I can't be sure. Cute bird either way!
well this has hatcheed in the same day with the grey one
 
well i thought that this is rooster because it started crowing yesterday which i heard only one time and today i heard it crowing four times

And it does sound like a 'learning to crow' sound.
Sometimes it's just hard to say. I've heard sometimes a rooster will be slow to mature if there is an older more dominant rooster near. But if they are really 4 months old, I would still think it's comb and wattles would be a bit redder and larger.

How does your adult rooster act around this bird, especially when it attempts to crow?

he doesnt do anything if a rooster doesnt try fighting him but if it tries to pick a fight he wont let it go without making him coverd in blood but the grey one isnt trying to pick a fight or trying to mate hens so the big rooster doesnt attack the grey one

I guess only time will tell. She will either lay eggs or continue and perfect the crow. lol

Maybe you can post another pic as she/he matures more or lays and egg?

ok we will know in two weeks if ot doesnt stop crowing or if it perfects crowing it is a rooster see you after two weeks
