Is this a rooster?

Hi as you can see from pics, I’ve got 3 barred rock, the one with bright red wattles and comb was always a bit bigger from the start, as you can see by the other 2 they are hens, is this one a rooster? They will be 12 weeks this week, I have yet to hear any crowing.
ive had 3 roosters in the past and all 3 started crowing at very young, 3 weeks old. Can anyone tell me their opinion ? Why have I heard no crowing if it is a rooster?

It’s barring is quite light and they are not supposed to get waddles until later

You might get crowing any time, that is a boy! Some mature faster than others. I have had small breeds like Leghorns crow very young, a large breed such as an Orpington did not crow until ~15-16 weeks.
