Is this a rooster?

I have had chickens for several years but this one I cant figure out. It is a dominique and he/she doesnt act like a rooster, but his/her tail feathers have grown long and began to do the fountain thing that rooster tails do. (What is that called anyway!) I have seen my rooster on him/her but I only saw a second so I wasnt sure if he was mating or beating on him/her. I have never seen him/her mate, peck or fight with any other chicken.
Is is possible for hens to have the fountain tails?

Did that photo work? I dont know if I did it right.
 
The darker color and no saddle feathers to speak of tells me "hen". But I'm not 100% sure about it. Does she/he have black-washed legs, or yellow legs? That's also a clue, a hen will have the black legs. I have a RIR pullet that has one longer tail feather also. I'm keeping an eye on her myself, but otherwise she looks all hen. I have a Barred Rock, which is half Dominique, roo and he is much lighter than yours, and has prominent saddle feathers. Maybe someone who can tell more by seeing her pic will chime in.

Oh yeah, my rooster's legs have no hint whatsoever of black.
