Is this a rooster?

I think he is about 5 months. The brown leghorn I got at the same time is huge and crowing and the king of the coop, this guy/girl is little (as small as the 5 month old hens) and hasnt made a peep. He doesnt not have spur buds as far as I can tell, but I have missed those in the past.

Probably because he isn't the dominant rooster.
 
if tail feathers curve and have pointed ends 9 times out of 10 it's a rooster (breeds like sebrights have straight, rounded feathers all over their bodies, hence the term hen-feathered) Hackle feathers (feathers on the back of the neck) and wing bar feathers can also tell the gender of a chicken. Feathers that are rounded at the tip signify hens and those with pointed tips signify roosters.
 
Yep that's a boy. What you're running into is that you have a dominant roo that is keeping this little guy in line. Beta roos will usually never crow, try to mate, or be aggressive while the Alpha is around. If he does, he gets beaten up on, and mounted like you've observed.

Since he's only 5 months, it is still possible that he'll challenge your Alpha rooster once he hits full maturity. But for now, he's trying to go under the radar. I don't blame him!

Would he develop slower is he is not the head rooster? Could he actually slow down his growth?

And I am currently chasing my alpha roo, to let him know whose boss, should I be picking on this guy too incase he become head roo?
 
at 5 months that comb and wattles would be much larger That's a hen !!!!!!!!!!!! it's redding up for laying is my guess
Please let us know if she lays an egg or crows?? but I say next to my 2 and 1/2 month old's its a hen because mine are hugely endowed with comb and wattles already.
I will post a picture tomorrow to show my hen and roosters
