Hackle and saddle feathers say roo no matter what. But, you will never see a hen with that coloring. Roosters alone have that splashy/flashy coloring, and reddish color on the wing/shoulder is classic rooster coloration. Hens won't get that red in the wing (unless they're solid red, of course).

That is a rooster for sure, and I'm pretty sure it's a EE...
