For anyone interested, here's an update...I was out there today and HE puffed out his hackle feathers. I'm officially adding that .1% to my original post, sourland. This guy's a rooster.

It sounds like he needs to learn who's boss! I'd start pinning him down whenever he acts too dominant. Try speed walking towards him too when you see him, too, as this will force him to yield to you. When you give your birds treats, etc., give the hens treats first. He needs to know that he is subordinate. Many roosters will start thinking that the hens are theirs. You need to let him know that they are YOUR hens, which means giving the hens feed and treats yourself. If he comes up to you and starts grabbing treats, shove him away and push him down. Don't handle him excessively, as a tame rooster will think that he is dominant. You don't want him to be afraid of you, but you don't want him to act like a bully.
